Dear Maryland Voting Reform Activists,

I am a law student and a summer legal intern with the Center for Voting and 
Democracy.  One of my projects this summer is to create "Legal Guides" to 
aid reformers in understanding the legal obstacles to implementing voting 
reform in their state and community.

I have created a first draft of such a Guide for the state of 
Maryland.  Please send me feedback as to the clarity, organization, and 
content of this document.
